Résumé L'étude entreprise au cours du contrat de plan 1994-1998 sur la flotte de pêche bretonne a permis de souligner l'importance de l'activité dans les eaux territoriales régionales : plus de 85% des navires y travaillent. Cet espace, qui relève de la souveraineté nationale, est essentiellement géré au niveau régional. Pour éclairer les orientations qui pourraient être prises, il nous a semblé opportun, d'identifier de façon spatiale les pêcheries côtières, ainsi
que les principaux problèmes d'aménagement actuels.
La cartographie des zones de pêche a été réalisée. Ce travail a exigé des enquêtes particulières auprès des comités locaux des pêches, car il ne pouvait être réalisé à partir des statistiques de pêche existantes. Les enquêtes ont permis d'aborder la localisation des zones de pêche des différents métiers sur des cartes au 1/50 000, ainsi que le point de vue des pêcheurs sur la gestion actuelle de la pêche et les modes de régulation qu'il conviendrait de mettre en place pour assurer l'avenir. Les cartes sur support papier ont été scannées afin de géo-référencer toutes les pêcheries sous le SIG Arcview. Compte tenu de
l'utilisation simultanée de différents engins sur une même zone et de la variété des espèces associées, l'option de restitution choisie est la présentation des cartes par engin de pêche.
L'ensemble des cartes révèle la forte occupation de l'espace par la pêche côtière. La réglementation définie au niveau régional a également été représentée de façon spatiale : elle concerne, d'une part les zones interdites à la pêche de façon permanente ou temporaire (cantonnements), et d'autre part l'exploitation des gisements naturels côtiers (coquillages, oursins, anatifes etc.). Au total, 60 gisements et 13 cantonnements ont été répertoriés en Bretagne.
Ces deux cartographies seront de notre point de vue utiles aux gestionnaires des pêches, aux professionnels, ainsi qu'aux autres utilisateurs potentiels des ressources marines (extractions de sédiments par exemple). Par ailleurs, les principaux problèmes de cohabitation entre métiers et d'encadrement des activités de pêche ont été inventoriés lors des réunions organisées avec les pêcheurs côtiers pour réaliser cette étude. Cet état des lieux montre que la gestion des ressources locales par les seuls pêcheurs est peu efficace.
La réflexion approfondie sur les alternatives de gestion dans la bande côtière bretonne, proposée pour la prochaine étude inscrite au contrat de plan 2000-2006, aura pour objectif d'aider les gestionnaires à résoudre le problème chronique de la surexploitation.

Résumé en anglais The study undertaken during the 1994-1998 planning contract on the Breton fishing fleet made it possible to underscore the size of the economic activity in regional territorial waters: More than 85% of the ships work there. This space, which is a matter of national sovereignty, is mainly managed at the regional level. To clarify the paths that may need to be taken, it seemed opportune to us to identify spatially the coastal fisheries, as well
as the main current problems of planning.
The fishing zones were mapped. This work required special surveys of the local fishing committees, because it could not be done from existing fishing statistics. The surveys allowed us to approach the localization of the various trades' fishing zones on maps at 1/50,000, as well as the fishermen's viewpoint on current fishing management and the modes of regulation that would be appropriate to implement in order to ensure the future. The maps, on paper, were scanned in order to geo-reference all fisheries in the Arcview GIS. Considering the simultaneous use of various vessels in the same zone and the variety of associated species, the chosen plotting option is the presentation of maps by fishing vessel.
The maps as a whole reveal the large footprint of coastal fishing in the space. Regulations defined at the regional level have also been represented spatially: They apply, on the one hand, to zones that are permanently or temporarily (containment areas) off limits to fishing, and on the other hand, the exploitation of natural coastal beds (shellfish, sea urchins, barnacles, etc.). In total, 60 beds and 13 containment areas were identified in Brittany.
These two maps will, from our point of view, be useful for fishing managers, professionals, as well as other potential users of marine resources (sediment extractions, for example). Moreover, the main problems of cohabitation among occupations and of management of fishing activities were inventoried during the meetings organised with coastal fishermen in order to perform this study. This state of affairs shows that the management of local resources by the fishermen themselves is not effective.
In-depth discussion on the management alternatives in the Breton coastal strip, proposed for the next study written into the 2000-2008 planning contract, will have the goal of helping managers to resolve the chronic problem of overexploitation.
