Résumé L'objectif du projet consistait essentiellement à fournir des éléments d'appréciation quantitative des conséquences passées et futures des apports de nutriments par les fleuves du littoral franco-belge (Seine, Somme, Escaut) sur l'état d'eutrophisation de la Manche-Mer du Nord. Ce projet vient donc directement en appui à la mise en oeuvre de la Directive Cadre Européenne sur l'Eau (directive 2000/60/CE), dans le cadre de l'axe 2.1 (Définition des états écologiques) de l'APR LITEAU 2. Il reprend et généralise à toute la Manche-est et le sud de la Mer du Nord les résultats d'un premier projet réalisé dans le cadre du Programme LITEAU 1, qui a permis de mettre au point la démarche sur le cas du bassin versant de la Seine et de son réceptacle marin immédiat, la Baie de Seine. La méthode consiste à : (i) réaliser les simulations des cycles biogéochimiques de l'azote, du phosphore et de la silice sur les bassins versants de la Somme et de l'Escaut, ainsi qu'il a été déjà fait pour le réseau hydrographique de la Seine et à les valider sur les séries de mesures disponibles, notamment quant à la simulation réaliste de l'évolution passée des flux de nutriments à l'exutoire. (ii) fournir ces chroniques de flux simulées en entrée du modèle 3D de la Manche-Mer du Nord méridionale actuellement en cours de mise au point à l'IFREMER et à l'UGMM, et à valider sur les années récentes les répartitions observées des nutriments et des blooms phytoplanctoniques marins. (iii) appliquer l'ensemble des modèles des 3 bassins versants et de la Manche-Mer du Nord pour tester divers scénarios d'évolution future et à fournir ainsi une aide à la décision en matière de gestion du milieu littoral et du bassin versant qui l'influence. Les résultats concernent l'évaluation d'une situation dite « pristine » de la production phytoplanctonique en Manche-Mer du Nord, conformément à l'esprit de la Directive Cadre Européenne sur l'Eau, par rapport à laquelle il sera plus aisé de placer à la fois la situation eutrophisée actuelle et les effets attendus de politiques plausibles de réduction des apports de nutriments par les 3 fleuves étudiés. Les simulations permettent en outre de quantifier la part respective des 3 fleuves dans les flux inorganiques et organiques transmis à la partie nord de la Mer du Nord, contribuant à clarifier le rôle des apports franco-belges à l'eutrophisation de la Mer du Nord. Les séries de données historiques ainsi que la modélisation ont été utilisées afin (i) de définir des indicateurs (exemple de l'ICEP – Indicateur du Potentiel d'Eutrophisation Côtière) et (ii) de contribuer à la livraison du produit JAMP EA-5 de la convention OSPAR relatif à la nécessité d'évaluer le statut de la zone maritime OSPAR au regard de l'eutrophisation (en intégrant les transports transfrontaliers) après mise en oeuvre des mesures convenues.

Résumé en anglais The main aim of the project was to produce quantitative assessment elements on past and future consequences of nutrient inputs from French and Belgian coastal rivers (Seine, Somme, Escaut) with regards to eutrophication status in the English Channel – North Sea. This project will reinforce implementation of the Water Framework Directive (2000/60/CE), in the context of the 2.1. axis (Definition of ecological status) from APR LITEAU II. This project implements and generalizes to the whole eastern English Channel and the southern bight of the North Sea the results from LITEAU I Programme which allowed the development of this application on the Seine watershed and the Baie de Seine estuary. The method consists in : (i) the simulating the Nitrogen, the Phosphorus and the Silicate biogeochemical cycles on the Somme' and the Escaut' watersheds (as it was done for the Seine), with validation on available in situ data, particularly for the realistic simulation of past changes in nutrient fluxes from the outlet. (ii) forcing the 3D numerical models of the English Channel and the North Sea with this chronicle of simulated fluxes, with validation on recent years of nutrient and phytoplanktonic blooms field distribution. (iii) applicating the models of the three watersheds and from the English Channel and the North Sea to test different scenarios of future change and also to provide a tool for management of the coastal areas and the watersheds connected to the estuary. Results provided an assessment of the pristine situation for the phytoplanktonic production in the English Channel and the North Sea, in concordance with the Water Framework Directive objectives of the definition of actual status with regard to eutrophication and evaluation of the expected situation of the eutrophication status following the reduction target for nutrient inputs from these three main rivers. Simulations allow the quantification of the respective part of the three rivers inputs in inorganic and organic fluxes transported from the English Channel to the North Sea in order to clarify the role of the inputs from French and Belgium areas in the eutrophication process of the North Sea. Historical data sets and modelisation were also used (i) to define water quality indicators (ICEP – Indicator of Coastal Eutrophication Potiential) and (ii) to answer the JAMP product EA-5 of the OSPAR convention about the requirement of an assessment of the expected eutrophication status (including transboundary nutrient fluxes) of the OSPAR maritime area following the implementation of agreed measures.
