Toutefois, il s'adresse également aux institutions régionales, dont plusieurs souhaiteraient se doter d'un observatoire économique. Dans son «rapport sur la modernisation de l'Organisation Interprofessionnelle des Pêches et Cultures Marines», le Président du CCPM fait du développement de l'information économique, l'un des principes essentiels de la réforme. Dans le même temps, un nombre croissant d'autorités régionales sont désireuses de se doter d'observatoires économiques , dans le souci de maîtriser la gestion et le devenir de leur secteur des pêches et cultures marines. Les deux problèmes se rejoignent dans la mesure où:(i) il s'agit, dans les deux cas, de répondre aux mêmes questions: - quelle information? - selon quelles modalités de recueil, traitement et diffusion? - pour quelles finalités?(ii) si les préoccupations des niveaux régional et national diffèrent, elles sont interdépendantes: - le rapport sur la modernisation prévoit une déconcentration des compétences au niveau régional; - les besoins d'information de chacun des niveaux seront partiellement satisfaits par l'information disponible dans l'autre.La première partie de ce document examine les préoccupations auxquelles devrait répondre l'information économique et sociale; la seconde traite de la construction des indicateurs susceptibles d'assister les responsables par un éclairage des choix et des arbitrages auxquels ils ont à faire face. Les références indiquées dans le texte renvoient à des publications contenant de nombreuses illustrations des types d'information, d'indicateurs, de calcul économique et de modèles. |

| Résumé en anglais | This document is written for and at the request of the Central Committee of Maritime Fishing. Yet it is also addressed to regional institutions, several of which would like to equip themselves with an economic monitor. In his "report on the modernisation of the Interprofessional Organisation of Fishing and Marine Farming", the president of the CCPM makes the development of economic information one of the main principles of reform. At the same time, a growing number of regional authorities wish to equip themselves with economic monitors, with the concern of controlling the management and future of their sector of fishing and marine farming. The two problems are similar insomuch as: (i) it is a matter, in both cases, of responding to the same questions: - what information? - according to what means of collection, processing and distribution? - to what ends? (ii) although the concerns at regional and national levels differ, they are interdependent: - the report on modernisation foresees a devolution of competencies to the regional level; - the information needs of each of the levels will be partially satisfied by information available in the other.The first part of this document examines the concerns to which economic and social information should respond; the second addresses the building of indicators likely to help the responsible parties through clarification of the choices and arbitrages they must confront.
