AB (OCR non controlé) générale, nécessite la mise en place de mesures de régulation permettant d'évier des crises. Ce problème est lié à certaines particularités inhérentes à la pêche : caractère renouvelable et commun de la ressource exploitée, forte variabilité des captures. L'ensemble des moyens de production intervenant dans la pêche étant désigné sous le terme effort de pêche, différentes politiques de régulation vont s'attacher à adapter le niveau de l'effort de pêche à celui des ressources exploitées. Aprés avoir présenté l'évolution du secteur des pêches dans une première section, nous étudierons les grands axes de la politique communautaire dans le domaine des pêches dans la section II. La section III sera consacrée au Programme d'Orientation Pluriannuel (POP) et à sa mise en place en France au travers des Permis de Mise en Exploitation.
AB Fishing is an economic activity that, in a general way, requires the implementation of regulatory measures to avoid crises. This problem is linked to certain peculiarities inherent to fishing: the renewable and common character of the exploited resource, and the great variability of catches. Since the entire means of production coming into play in fishing is designated by the term fishing effort, various regulatory policies will become attached to the idea of fitting the level of the fishing effort to that of the exploited resource. After introducing the evolution of the fishing sector in an early section, we will study the main lines of EU policy in the sphere of fishing in section II. Section III will be devoted to the Multi-Year Orientation Programme (POP) and its implementation in France through Operation Permit.
