AB Le Trait: de Rome instituant la Communauté Economique Européenne stipule dans dans son article 38 : Le Marché Commun s'étend à l'agriculture et au commerce des produits agricoles. Par produits agricoles on entend les produits du sol,,de l'élevage et de la pêcherie.. ." Et dans ce but, l'article 40 prévoit : "il sera établi une organisation commune des marchés agricoles". C'est en application de ces deux articles du Traité qu'une Politique Commune dans le secteur de la pêcge fut instituée le 20 Octobre 1970. Désormais, l'organisation de la pêche maritime des neuf Etats Membres et notamment l'organisation du marché des produits de la pêche relève des instances communautaires et, de ce fait, les différentes organisations de marché jusqu'alors disparates, ont du s'adapter pour se conformer à la réglementation communautaire qui prévoit que seules les organisations de producteurs ont vocation à organiser le marché des produits de la pêche. Ce mémoire aura donc pour objet de montrer, d'une part, comment s'est effectué en France le passage d'une organisation de marché hétérogène au modèle commun que constitue l'organisation de Producteurs et, d'autre part, comment ces Organisations de Producteurs, mises en place progressivement, remplissent leur rôle dans le cadre des pouvoirs qui leur sont attribués. AB The Treaty of Rome concerning the E.E.C. says in article 38, "The Common Market spreads over agriculture, and over the commerce of agricultural produces. Agricultural produces mean the produces of the ground, of breeding and fishing". And consequently, the article 40 stipulates : "A common organization of agricultural markets will be established". It is in application of these two articles of the Treaty that a common action in the field of fisheries was established on October 20 th 1970. From now, the organization of maritime fisheries of the nine and above all the organization of the market of fishing produces depends on communautary competence, and so the different organizations of the market, which were various have had to adapt themselves to conform the communautary regulation : the organization of producers only are to organize the market of the fishing produces. Therefore, the object of this work will be to show how in France envolved from an organization of heterogeneous market to a common type which constitutes the organization of producers, and in the other hand, how these organizations of producers, set up little by little, fill the part assigned to them.
