The access to the stocks of fish is determined by the restriction of the freedom of fishing prescribed by the coastal state with the concept of exclusive economic zone. that is to Say that the biological resources of the coastal sea will belong to the coastal state. This state has to respect the conservation of fisheries to prevent stocks from overfishing. The 1958 Geneva Convention settled a global regulation of conservation. Actually it is insufficient. Developing countries find a fault with this fact, and promote a regulation power for the only coastal state. An agreement could succeed between coastal states and fishing states only in the frame of a regional exploitation of resources.
