AB L'année 1973 aura été essentiellement l'année du bouleversement des marchés mondiaux des matières premières et des matières énergétiques. S'il était possible jusqu'alors de prévoir et de réaliser le programme de préparation de l'exploitation des ressources océaniques en fonction d'investissements progressifs et de solutions techniques permettant d'obtenir des produits océaniques au prix d'un marché caractérisé par une relative stabilité, 1973 aura été une année de rupture. Désormais, une matière première ou une matière énergétique d'origine marine peut devenir indispensable presque immédiatement, quelles que soient les difficultés de son exploitation et quel que soit son prix, en raison des fluctuations des politiques mondiales d'approvisionnement. On peut estimer également que l'évolution des prix des matières premières ou des matières énergétiques est telle que des gisements marins de ces matières, aujourd'hui sans intérêt économique, peuvent présenter demain une très grande importance. AB The year of 1973 was mostly the year of the dislocation of world markets, raw materials and energy materials. If it had been possible to foresee and carry out the preparation and exploitation of oceanic resources according to gradual investments and technical solutions enabling the acquisition of oceanic products at a price set by a pretty stable market, 1973 can be considered as a year of rupture. From now on, a marine raw material or energy material can become quasi-immediately indispensable, no matter its price or its exploitation technicality, because of the fluctuations of the global supplying policies. It can also be considered that, given the extent of the evolution of raw material and energy material prices, some marine deposits, without any interest today, could turn out to be of a great importance tomorrow.
