Faced with growing uncertainties, managers are struggling to find appropriate risk management strategies. Alongside traditional risk management strategies, the concept of Urban Resilience is embedded in political discourses, international and local strategies. However, this concept remains still very abstract for a lot of actors, a buzzword difficult to operationalize. The objective of this work is to concretize urban resilience to floods by proposing a spatial decision support tool co-built with urban managers. The proposed methodology is a holistic approach integrating three indicators of resilience applied to the Avignon rase study (Provence Alpes Cote d'Azur Region).
