Articles 6(1) and 7(2) of Council Regulation (EC) No 199/2008 state that the evaluation ofboth NP proposals and TRs should be carried out by STECF. Therefore, the guidelines andtemplates should also facilitate SGRN’s evaluation of Member States’ compliance with theDCF. SGRN received a mandate to review these guidelines and templates in its July 2009meeting (SGRN-09-02), and proposed a new structure for both NP proposals and TRs, and atotally revised version of the Standard Tables. The RCMs subsequently provided an in-depthreview of the revised tables. The purpose of the SGRN/ECA-09-03 meeting (Ispra, 19-21October 2009) to review of NP and TR guidelines was to finalise the templates andguidelines, starting from the work done in SGRN in July 2009 and the comments made bythe four RCMs (RCM North Sea and Eastern Arctic, RCM North Atlantic, RCM Baltic, RCMMediterranean and Black Sea)
